Default Software for Systems Portfolios

We are working with the Minnesota State College and University system (MNSCU) to develop software that everyone can use to post and maintain their AQIP Systems Portfolios. We would like to involve anyone who is interested in this discussion -- what should software do? what should the resulting Portfolio look like on the web? are there technical limitations we should consider? has anyone already begun a similar project?
